本課程主要介紹健康政策原理以及全民健保的基本概念與方法。前半部份以一般政策分析的原理著手，並佐以健康政策的實例做解說。課程內容將以流程分析為架構，逐次探討政策問題的形成與感知、政策規劃、政策合法化、政策執行及政策評估。後半部份為介紹健康保險的理念和概念、臺灣全民健保的制度設計，以及分析台灣健康保險面對問題與未來挑戰。透過文獻的閱讀、課堂的講解與討論，再加上分組進行政策分析的實作練習，希望能充實同學對健康相關政策的瞭解，並提昇政策分析的能力。

The object of this course is to introduce the basic concepts and methods in health policy analysis and health insurance. In the first part, this course employs the framework of public policy and incorporates practical examples to illustrate its application to analyze health policy issues. The framework covers the following policy stages: problem identification and agenda setting, policy formulation, policy adoption, policy implementation, and policy evaluation. In the second part, this course is to introduce the theories of health insurance, the design of Taiwan's National Health Insurance and the problem and challenges it is facing. The course consists of pre-class reading, lecture, discussion and a group project practice. This course seeks to enhance students’ understanding of health policymaking and improve their abilities in policy analysis.
